A substance (an insulator such as ceramic,
rubber, or glass) capable of supporting
electric stress. The dielectric constant, or
relative permittivity, of a substance is the
ratio of the capacitance of a capacitor with
the substance as dielectric to that of a
similar capacitor in which the dielectric is
replaced by a vacuum.
